Jay Kaufman
Chair

Jay is president of KTA Inc., and is a consultant with extensive experience as a senior government executive.

He specializes in leading edge public policy reform and negotiations, including recently leading successful federal negotiations on a number of treaty and self-government files. He is a skilled facilitator and planner who is noted for his strategic and collaborative leadership abilities, innovative thinking, problem-solving and record of successful results.

Jay is a former Ontario Government Deputy Minister of Finance, Secretary to Treasury Board and Assistant Deputy Minister of Health. Prior to that he had a long career with the Manitoba Government, which was highlighted by his appointment as a Deputy Minister responsible for Health Reform in that province. Earlier in his career he was an Assistant Deputy Minister Health and Social Policy and Program Development and Executive Director of Canada’s largest social policy experiment, the Canada Manitoba Basic Annual Income Experiment.

Jay joined the Rouge Valley Health System Board of Directors in June 2001 and has held leadership positions since 2002. He lives with his wife and children in West Rouge.

Joan Wideman
Vice-Chair

Joan Wideman is the vice-president of Corporate Services for the Pickering-based Lenbrook Group of Companies, in wholesale distribution and global brand management of specialty entertainment productions and communications equipment with operations in Canada, the USA, the United Kingdom and Singapore. She is currently a director with the Ajax Pickering Board of Trade Council (APBOT) and Co-Chair of the Government Relations committee.

Joan has received several awards and appointments including: the first Community Leadership Award from the Pickering Rotary Club in 2002; appointed to the Pickering Business Advisory Council in 2004 which she currently co-chairs with the Mayor; Business Person of the Year in 2006, from the Ajax Pickering Board of Trade, as she completed her term as chair of the APBOT Council; and most recently, the 2010 Richard Dolphin Community Service award from the Ontario Chambers of Commerce.

Joan is the mother of four children, active in her church and enjoys gardening, music and traveling with her husband Dwight.

Tom Atkins

Tom Atkins is president of the Tramore Group, a Toronto-based professional services firm specializing in large-scale program and project management. He is a certified management consultant (CMC), project management professional (PMP) and institute certified director (ICD.D). He holds both Level 1 and Level 2 credentials from The Health Care Trustee Institute.

Tom’s career spans more than 33 years in the information technology industry. He has held various roles on Rouge Valley Health System’s Board of Directors, since he was elected to the board in 2003. He was board chair from 2006 to 2008, and chair of the board finance committee from 2005 to 2006.
He lives in Pickering with his wife and has two grown children and one grandchild.

David Barlow

David is an independent management consultant specializing in risk and general management services. He joined the Board of Directors of Rouge Valley Health System in June 2008, following completion of a distinguished 40 year banking and risk management career with CIBC.

David joined CIBC in Winnipeg in 1968 and served as an executive officer of the Bank from December 1984 until his retirement in 2008, holding senior positions in line management, administration and risk and project management. Senior line positions held included Manager, Main Branch – Winnipeg, Vice-President, Manitoba and North Western Ontario,  Senior Vice-President, Manitoba Region, and  Senior Vice-President, Metropolitan Toronto West. During the 1990’s and up to his retirement, David served as a senior Head Office executive, carrying responsibility for a variety of administrative functions as well as for major global initiatives in the areas of governance and control, corporate responsibility, corporate security and risk management. Programs developed  and led under his direction over this period included the global Business Continuity Management, Corporate Insurance and Corporate Environmental Management Programs, all recognized internationally as leaders within the financial services industry. David retired as Senior Vice-President, Corporate Risk & Insurance Services, Risk Management.

David holds a Bachelor of Commerce from the University of Manitoba and is a Fellow of the Institute of Canadian Bankers. He also holds the Canadian Risk Management (“CRM”) professional designation from the Insurance Institute of Canada and received the Ontario Insurance Institute’s  education award in the year of completion for achievement of the highest academic standing in this program.

David resides with his wife in the West Rouge area of Scarborough.

Fred Clifford

Fred Clifford is a senior partner with Ernst & Young LLP a global professional services firm. He has served a wide variety of clients both within Canada and internationally across a wide range of industries. He is also the Toronto Area Market Leader for the Manufacturing, Energy and Distribution practice.

Fred has a longstanding record of service with the Rouge Valley Health System Foundation having served 15 years on the Board of Directors. He served as chair of the board of the Centenary Health Centre Foundation from 1997 to 2001 and was the vice-chair of the Rouge Valley Health System Foundation from 2005 to 2009. He is active in a variety of other charities including the Canadian National Institute for the Blind, where he is a member of the central zone advisory board.

Janet Ecker

Janet L. Ecker is president of the Toronto Financial Services Alliance, a public-private partnership between the City of Toronto and the financial sector. She is also the advisor on public policy, governance and public-private sector relationships for Tramore Group, a project and change management consulting firm. A frequent media commentator and public speaker, she sits on a number of corporate and non-profit boards including the Canada Millennium Scholarship Foundation, Canadian Medical Association Holdings Inc. and was a fellow with the School of Policy Studies at Queen’s University.    

A former Ontario Finance Minister, she was the first woman to deliver a budget in Ontario in 2002 and received a “Canada’s Most Powerful Women: Top 100 Award” from the Women’s Executive Network and the Richard Ivey School of Business in 2003. She represented the Ajax-Pickering communities as an MPP for eight years and also served as Minister of Education, Minister of Community and Social Services and Government House Leader. She is currently a member of the advisory committee for Equal Voice, a national, multi-partisan organization working to elect more women to all levels of government.

Before she was elected, Janet was the policy director for the College of Physicians and Surgeons of Ontario, the regulatory body for the province’s doctors. She led the implementation of new policies on consent to treatment, the prevention of patient sexual abuse and health professional self-regulation. She also served as a community  member of the Durham District Health Council’s Acute Care Study group.   

An experienced director, Janet has obtained governance credentials from the Ontario Hospital Association’s Governance Centre of Excellence and her director certification from the Rotman School of Management at the University of Toronto and the Institute of Corporate Directors.

Dave Goulding

A graduate of the University of Bradford in the United Kingdom, David is currently a member of the Board of Trustees of the North American Electric Reliability Corporation (NERC), responsible for ensuring a reliable supply of electricity across North America. He is the immediate past Chair of the Northeast Power Coordinating Council (NPCC). As a chartered engineer in the U.K., David held a series of progressive management roles in the generation and transmission of electricity. After joining Ontario Hydro in 1977 he held several senior positions including Director of Grid System Management, General Manager of Electricity Exchange, and Senior Vice President of Central Market Operations.

On the breakup of Ontario Hydro in 1999, David was appointed President and CEO of the Independent Electricity System Operator responsible for coordinating operation of the Ontario power system, ensuring compliance with standards of planning and operation and developing and operating a $12 billion electricity market. He held this position until he retired at the end of 2006.

Ian Johnson

Ian is a finance professional and principal consultant at Agile Business Strategy and Analytics where he leads the corporate finance, enterprise risk, business systems and strategy practice. He holds a masters degree in natural resource management (resource economics) and an MBA degree in finance and international business. Ian has 28 years of senior management experience with expertise in several economic sectors including financial services, information technology, healthcare, oil and gas, and government (Manitoba, Northwest Territories and Ontario). Ian was also an officer in the Canadian Air Force Reserves for seven years posted to the 400 and 411 quadrons where he specialized in the personnel management and logistics trades.

Over the years, his community involvement included memberships in several high profile consultative task groups including the GTA Economic Vitality Working Group; Durham Region Waste Management Advisory Committee; Economic Adjustment in the Ontario Petroleum Refining and Petrochemical Industries; and serving on corporate boards including Ballet Creole.

A 20-year resident of Durham Region, Ian and his wife Maria live in Ajax, where he is an active member in his church

Rhonda
Lawson

Rhonda Lawson has a long-standing career as a progressive human resources executive with both Canadian and global corporations in the professional services, high tech, commodity, pharmaceutical and insurance industries. Currently, she is president of Lawson Management Consulting, which provides consulting services to business leaders and boards in the areas of talent management, change management and strategic planning. Prior to establishing this firm, she was senior vice-president of human resources for ING Canada. Rhonda is also an active member of her community with many years of experience on boards and committees. She was previously part of the Annandale Curling Club Executive Board and currently serves on the Pickering Museum Village Advisory Committee and the City of Pickering Heritage Advisory Committee. Rhonda is the chair of Rouge Valley's Community Advisory Group.

Peter A. Lobraico

Peter is currently president and chief executive officer of OK Transportation Limited a family owned and operated organization founded in 1919 by Peter’s grandfather. Succeeding his father, Peter was appointed president and CEO in 1976 after holding various positions throughout the organization

Peter is also well known for his community work which includes fundraising for the Rouge Valley Health System, the Easter Seals Society, several marathons and his 10-year involvement with the Rotary Club, which earned him the Paul Harris Fellowship Award. Peter and his family have been strong supporters of Rouge Valley Centenary and donated the Lobraico Cardiac Rehabilitation Centre to the hospital in memory of their grandfather.

Peter joined the Rouge Valley Health System Board of Directors in June 2003 following a 14 year tenure as a Board member for the Centenary Health Centre Foundation and following the Foundation merger, the Rouge Valley Health System Foundation.

Lisa Mattam

Lisa Mattam is a Managing Principal with The Mattam Group, a management consulting firm in Toronto, where she is responsible for all of the firm’s business development. She also designs and delivers leadership training programs, and coaches executives on leadership and diversity in the workplace. Prior to developing and launching The Mattam Group in 2006, Lisa built her career leading sales, client relations and product management at pharmaceutical and biotech companies in Ontario and abroad

Lisa has been a long-standing contributor to the business understanding of talent management throughout the corporate sector. She is actively involved in speaking engagements at universities and professional associations, and has been a member of the Women’s Executive Network and the Women of Distinction Committee, YWCA.

Jag Mohan

Jag Mohan is an educator, engineer and an entrepreneur with diverse experience in academic administration and consulting engineering practice. He is the Dean of the School of Engineering Technology and Applied Science, Principal of the Centennial College Morningside Campus, and an elected Governor on the Board, also at Centennial College. He has over 20 years of experience in the post-secondary public college system in Ontario.

As a Professional Engineer in the Province of Ontario for 25 years and as the President of his engineering firm, Jag Mohan & Associates Ltd., for the past 20 years, he was involved in the engineering design and contract administration of numerous industrial/commercial building renovation and new construction projects across Ontario. He is a strong proponent of multi-disciplinary education, energy efficiency in buildings, technology assisted health care and corporate social responsibility.

Lynda Mungall

Lynda Mungall has over 30 years of experience in the Human Resources industry, 25 of which was earned by consulting for large national consulting organizations. She is currently President of the Mungall Consulting Group, which specializes in the development of reward systems which support corporate strategy, culture and values. She has been an instructor for the Human Resources Professional Association of Ontario (HRPAO) and is well-respected as a seminar leader for the HRPAO and other organizations.

She participates actively with the Toronto board of Trade's Compensation Surveys Committee, where she also served as a past chair. Currently Lynda is a Board member and vice-chair of the Warden Woods Community Centre, a non-profit agency in southwest Scarborough.

Robert Oldman

Local businessman Robert Oldman owns and operates Prudential Achievers Realty, active in Scarborough and Durham. A resident of Pickering, Bob is a former executive vice-president and member of the Board of Directors with Dun and Bradstreet Corp., and is currently president of Ridge Group, an active development company in the Durham region. 

He has developed and managed various commercial buildings, and has extensive experience working with municipal and provincial governments. Bob currently serves as a member of the City of Pickering Business Advisory Council, and Past Member of the Royal Trust Regional Advisory Board and of Olympia and York (Block Bros Realty Advisors). Bob currently serves as a member of the RVHS Board of Directors and is chair of the Building Committee.

Loreen Paananen

Loreen Paananen is the Executive Vice President of Retail Development for Shoppers Drug Mart. She currently oversees executing a national real estate strategy that delivers high square footage growth for Shoppers Drug Mart as well the design and construction of those stores and lease administration on the existing portfolio of 1200 stores. Her career with Shoppers Drug Mart spans over 20 years, during which time she has taken on progressively larger portfolios, continually delivered on performance targets and consistently built highly functional teams.

Having started her career as a pharmacist, Loreen is committed to contributing to the health care community in Toronto. Currently, she actively participates as a director on the North York Senior’s Center board.

Lea M. Ray
Treasurer

Lea M. Ray is a Canadian Chartered Accountant and is currently employed in Toronto, Ontario as vice-president of Corporate Finance for Warner Bros. Entertainment Canada Inc., a division of Time Warner.  Lea, who is from Windsor, holds a Bachelor of Commerce (Honours Business Administration) Degree from the Odette School of Business, University of Windsor.

Lea began her career with PricewaterhouseCoopers in Windsor, before transferring to PwC Torontoʼs Business Investigations Unit, where she worked on corporate insolvency and receivership engagements. In 1994, she commenced her industry career with Warner Bros. Actively involved in her profession, Lea has served as a member of the Institute of Chartered Accountants of Ontarioʼs Professional Conduct Committee.

A keen supporter of community involvement, Lea has been an active volunteer to various charities. She served as a Director of the Toronto-based charity, 10,000 Trees for the Rouge Valley, for 12 years and has acted with a number of other business committees for the Canadian Chamber of Commerce and the Toronto Board of Trade. Lea is a certified director (ICD.D) of the Institute of Corporate Directors, at the Rotman School of Management, University of Toronto.
