Andrée Robichaud
President & Chief Executive Officer

Andrée Robichaud headshot

Andrée Robichaud is the president and CEO of Rouge Valley Health System, joining the hospital in May 2015.

Previously, Andrée was the president and CEO of the Thunder Bay Regional Health Sciences Centre since 2010, and acting CEO of the Thunder Bay Regional Research Institute since November 2014. Prior to that, she was the president and CEO of the Vitalité Santé Regional Health Authority, in New Brunswick, and prior to this was the Associate Deputy Minister of Francophone and Medicare Services.

She has chaired the Conference of Federal Provincial Deputy Ministers Advisory Committee on Health Delivery and Health Human Resources. She was a board member on the Atlantic Cancer Research Institute and is currently a board member of the Ontario Hospital Association. She has also been a key participant nationally and provincially in the Santé en Français initiative to improve the health status of Francophones and to increase the number of Francophone healthcare professionals. In 2013, she was appointed to the Medical Council of Canada.

Robichaud is a graduate of the Université de Moncton, where she earned a bachelor and a master’s degree in public administration.

Dr. Naresh Mohan
Chief of Staff, Rouge Valley Health System


General surgeon Dr. Naresh Mohan has been a part of Rouge Valley Health System’s medical team since 1993. He completed his medical training at the University of the West Indies and completed his training in general surgery at the University of Toronto. Dr. Mohan established his practice in east Toronto at Rouge Valley Centenary and has served in various medical leadership roles, including chief of staff since 2004.

Dr. Mohan’s primary focus is to ensure that the medical services offered at Rouge Valley are of the highest quality, and meet the needs of the communities it serves in west Durham and east Toronto. He is keenly interested in exploring innovative technological solutions to address healthcare challenges for patients, and is currently completing a master’s degree in health information sciences.

Dr. Romas Stas
Associate Chief of Staff, Rouge Valley Health System


Dr. Romas Stas is the Associate Chief of Staff, and medical director of complex continuing care at Rouge Valley Health System. He has been at Rouge Valley since 1972, where he began in the former Ajax and Pickering General Hospital (now Rouge Valley Ajax and Pickering).

In 2012, Dr. Stas celebrated 40 years of dedicated service at Rouge Valley. During those years, he has held a number of different leadership roles in a many patient care areas, including: family medicine; emergency; paediatrics; and obstetrics. He has also held the roles of president and vice-president of the Rouge Valley Health System Medical Staff Society, as well as a member of the Medical Advisory Committee and Board of Directors.

Dr. Stas earned his medical degree at the University of Toronto. He is currently on the Board of Directors for the Baywood After-Hours Clinic in Ajax, and previously served on the Ontario Medical Association’s board for 10 years.

 Jean Castonguay
Executive Vice-President, Corporate Services

Jean Castonguay head shot

Jean Castonguay is a seasoned hospital and government leader with extensive executive experience. He held the position of CEO of Vitalité regional health authority, and has also held several positions within the New Brunswick government — including Deputy Minister, Associate Deputy Minister and Assistant Deputy Minister. In 2013, Jean also held the interim position of executive vice-president of corporate services at Thunder Bay Regional Health Sciences Centre for six months.

Kathy Gooding
Vice-President, Human Resources


Kathy Gooding oversees the human resources portfolio at Rouge Valley Health System, which includes: human resources; compensation; employee and labour relations; benefits and payroll; occupational health, safety and wellness; volunteer services; organizational learning and development; and the library.

Kathy joined Rouge Valley in 2009 as the director of human resources, and in 2010, became vice-president of human resources. Kathy has more than 25 years of experience in senior level human resources management roles in post-secondary education and healthcare.

Prior to joining Rouge Valley, Kathy was responsible for human resources consulting and client services at a Toronto-area university. She has also held management positions in human resources at two large Toronto-area hospitals.

Kathy is a graduate of Ryerson University, and holds a certified human resources professional designation from the Human Resources Professionals Association. She is currently co-chair of the Central East Local Health Integration Network (CE LHIN) human resources steering committee.

Rick Gowrie
Vice-President, Capital, Redevelopment & Support


Rick Gowrie has been at Rouge Valley Health System since 2005, and has over 20 years of progressive and specific experience in healthcare planning, facilities planning, facilities construction and renovations, hospital line management, strategic planning, and support services. He has held various leadership roles, including: senior director, planning, capital redevelopment, facilities and support services; and director, planning and capital redevelopment.

Rick provides leadership oversight to the support services portfolio which encompasses plant maintenance and operations, housekeeping, food services, biomedical engineering, security and gift shop.

Rick has overseen the construction and opening of a number of major redevelopment projects at Rouge Valley, including: Rouge Valley Ajax and Pickering’s redevelopment project, which introduced 140,000 square feet of new and renovated space at the hospital campus; the birthing and newborn centre at Rouge Valley Centenary, a state-of-the-art labour and delivery facility; and the mental health supportive housing, which houses and treats 30 seriously mentally ill residents, offering clinical care, rehabilitation counseling and round-the-clock support.

Rick earned his bachelor of applied arts degree in urban and regional planning at Ryerson University.

Michele James
Vice-President, Quality, Strategic Planning & Performance


Michele James joined the hospital in March 2008 to develop and execute a strategy for a major operational and cultural transformation of the organization. A key component of this strategy is the deployment of Lean thinking as the hospital’s enterprise-wide management philosophy.

Michele has worked in the health care sector for more than 24 years in hospitals, the Ministry of Health and as a health care management consultant. Former roles include associate partner in IBM’s health care practice and director of the health care consulting practice at PricewaterhouseCoopers.

Michele holds a master’s degree in business administration with a specialization in health services management from McMaster University. She also holds a bachelor of science in human biology from the University of Toronto. Michele is a certified health executive with the Canadian College of Health Leaders and she is a graduate of Rotman’s advanced health leadership program.

Amelia McCutcheon
Vice-President, Patient Services & Chief Nursing Executive

Dr. Amelia McCutcheon received her bachelor, masters and doctoral degrees in nursing from the University of Toronto.

She has held senior administrative positions including executive lead, professional practice and chief nursing officer at Vancouver Coastal Health Authority; and director of trauma, neurosurgery, neurointensive care unit and mobility programs at St. Michael’s Hospital in Toronto. 

Dr. McCutcheon is an adjunct professor at the University of British Columbia. She was principal investigator of several studies on leadership, patient satisfaction and staff satisfaction funded by the Canadian Health Services Research Foundation, Ontario Ministry of Health, British Columbia Ministry of Health, and the University of Toronto. 

Dr. McCutcheon has been a volunteer registered nurse with the Operation Smile International Medical Mission, a children's charity treating facial deformities such as cleft lips and cleft palates around the world.

Thodoros Topaloglou
Information Systems & Chief Information Officer

Dr. Thodoros Topaloglou joined RVHS in 2009 after 14 years in bioinformatics industry and academia. He oversees all information management and technology-related functions, including technology infrastructure, health records, clinical and business systems, privacy and day-to-day IT operations. He also currently holds adjunct professor appointments in the departments of Computer Science and Industrial Engineering at the University of Toronto.

Dr. Topaloglou is a computer scientist by training with experience in multiple industries. He earned his PhD in Computer Science from the University of Toronto in 1996, where he also served as Associate Professor in the Faculty of Engineering from 2005 to 2008. He served as Chief Information Officer and Sr. Vice President of Scientific Computing at MDS Proteomics, a Canadian discovery and protein analysis services company. Prior to MDS Proteomics, he held senior roles in the biotech industry in the U.S., including GeneLogic, Incyte Genomics and Affymetrix, and played a lead role in the development of GeneExpress, Genelogic’s pioneering gene expression information product licensed by leading pharmaceutical and drug discovery organizations worldwide. Thodoros’ passion is to solve business problems using data and he maintains up-to-date technical knowledge as a data scientist through his involvement in research, teaching and hands-on work.

Mark Vimr
Vice-President, Patient Services

Mark Vimr head shot

Mark Vimr is a senior healthcare executive with an extensive background in healthcare operations in both hospitals and government healthcare-related organizations including Trillium Gift of Life Network, Cardiac Care Network and St. Michael’s Hospital.

Mark is a registered nurse, earning his master's degree in nursing administration from Madonna University in Detroit, Michigan. He is a certified healthcare executive with the Canadian College of Health Leaders.  In 2010, Mark became a fellow of the Executive Training in Research Application Program from the Canadian Foundation for Healthcare Improvement.  His work focused on developing a physician leadership program.

Mark employs his strong skills in communication and in building trust between management and staff to foster a collaborative approach to problem solving. He has a proven track record of participative leadership and for building high-performance teams resulting in achievement of ambitious goals and performance targets in patient care. He is passionate about leadership development in healthcare and making a positive impact in people's lives. He comes to us from St. Joseph's Health Centre Toronto, where he was executive vice-president of clinical programs and chief nursing executive.

Cory Bryan
Finance and
Interim Chief
Financial Officer

Cory Bryan head shot

Cory Bryan oversees Rouge Valley's financial services portfolio, including: finance, registration and admitting, supply chain, and telecommunications.

She joined RVHS in 1998, and has 18 years’ experience in the health-care industry, primarily in finance roles. Over the years at Rouge Valley, Cory has served in many progressive positions within the organization.

Cory is a graduate of Ryerson University’s Bachelor of Commerce Program and is a CPA, CGA.

Leigh Duncan
Relations &

Leigh Duncan head shot

Leigh Duncan comes to Rouge Valley with a wealth of government relations and issues management experience. Her experience includes senior advisor to the Prime Minister for Ontario, providing strategic counsel on Ontario-related issues and communication. In this role she was involved with several special projects, including the opening of the Rouge National Urban Park and the Billy Bishop Tunnel.

She has also held the positions of Senior Special Assistant (Communications & Parliamentary Affairs) and Parliamentary Secretary Assistant. Leigh holds an M.A. in International Affairs, International Institutions and Global Governance from Carleton University.

Chad Hanna
President & Chief
Executive Officer,
RVHS Foundation


Chad Hanna is the president and chief executive officer of the Rouge Valley Health System Foundation (RVHSF). Chad earned an honours bachelor of commerce degree from Laurentian University, and an executive MBA from the University of Toronto.

Chad joined RVHSF in 2007 and worked in partnership with the board of directors and the campaign cabinet to complete the Labour of Love campaign and the Vital Links campaign. Over the next two years, the Foundation successfully launched three mini-capital campaigns: the $5 million Image is Everything MRI campaign; the $1.2 million Heart of It All cardiac care campaign; and the $500,000 Buy a Bed campaign.

Chad has worked in the field of not-for-profit management for more than 20 years, holding a variety of leadership roles. As the first director of development at Covenant House, Chad launched their first annual program and directed the Canadian component of their first international capital campaign. As president of the Sunnybrook Foundation, Chad led campaigns to raise $50 million in cash revenues. As the inaugural CEO of the Sunnybrook and Women’s Foundation, Chad led a new board of directors and staff team that raised $19.6 million. As the former president of the Markham-Stouffville Hospital Foundation, and vice president of the hospital, Chad developed the Foundation plans for a $200 million campus redevelopment project and a $50 million capital campaign.

Chad is married to Susan with two children, Craig and Lauren.
